Quarterra plans 294 Snohomish units

SNOHOMISH — On the north side of the city of Snohomish, at and around 2502 Bickford Ave., Quarterra began planning a new garden apartment complex last October, dubbed Emblem.

The city noted its complete permit application in February, as Puget Sound Business Journal later reported.
