On the Block: We need to talk about the HOP

Enacted last month, the city's Housing Opportunities Program didn't get much ink at the time. The HOP was signed into law soon after the Memorial Day weekend. In simplest terms, it ups the zoning for condos or apartments — but only for a perishable three-year window! — in select areas of the city. There's also a mass-timber component we'll get to below, plus some minor spot zoning changes. But first let's focus on two key areas.
