Civic Square, the full-block development in downtown Seattle, was supposed to be wrapping up construction by now. A high-rise tower and plaza designed by some of the world's most acclaimed architects was expected to be done in time for the 50th anniversary of 1962 Seattle World's Fair.
But commemorating that milestone with Seattle's latest grand civic bauble is not going to happen.
