Just south of Belltown Cottage Park, at 2500 Elliott Ave., is a vacant little two-story building, covered with ivy, with an untended garden on the roof. It was once a saloon, with a rooming house on the second floor.
Most of the 14,400-square-foot property at the northeast corner of Elliott and Wall Street is used for parking.
