Paul K. Kruglik has joined the financial department of Seattle-based Tarragon Development.
Kruglik previously worked in property accounting for Fisher Properties and Wright Runstad & Co.
Ron Schiffman has become a sales associate at Windermere Real Estate's Eastlake office.
Schiffman is managing partner of a commercial property management firm called Haystack Properties. He continues to own and manage commercial buildings in Portland and Cannon Beach, Ore.
The Foss Waterway Development Authority will hold a public hearing May 22 in Tacoma about selling six development sites along the Thea Foss Waterway. The hearing is scheduled for 10:30 a.m. in the Centennial Room on the 20th floor of the Wells Fargo Plaza on Pacific Avenue in downtown Tacoma.
The authority says the properties "will be made available for mixed-use development" including residential, retail and office. The sites are numbered 1, 2, 3, 4, 10 and 11.
L.J. Melody & Co. arranged $25.8 million in permanent financing for developer Martin Selig's freshly built, 150,000-square-foot West Tower in Lower Queen Anne.
Union Labor Life Insurance Co. extended the loan. David Steinbaugh of Melody's Seattle office put the deal together. The statement from Melody identified Selig as "Seattle's largest independent office developer with a portfolio of more than 2.4 million square feet."
There are certainly bigger portfolios in Seattle, some held by owners who might argue they're rather independent. Selig's independence, however, has never been in question.
Inay's Kitchen, which has served Filipino food on Beacon Hill for nine years, has leased restaurant space in the new Uwajimaya complex under construction in Seattle's International District.
Inay's owner Ernie Rios also recently opened both Manila Grill on University Avenue and his first International District restaurant, Rios Grill on Fifth Avenue.

Michael L. Sherman has joined Tarragon Development of Seattle as a project manager.
Sherman will work on projects under development in the Puget Sound area and Southern California. His seven years of experience include property management for Saint Frances Properties and marketing for CB Richard Ellis' HUD Services Group.
Developer Dave Sabey will talk about competing to provide the kind of space technology firms want at NAIOP's monthly breakfast meeting on Wednesday, May 17. NAIOP is the National Association of Industrial and Office Properties.
Sabey Corp. spotted the Internet and telecommunications trend early and responded by pulling together more than 1 million square feet of mixed office and industrial space in Seattle's south end area. The developer tailored the complex, called Intergate Technology Campus, for technology companies that have flocked in.
Sabey will give his outlook on the future and provide a primer on what real estate professionals need to know to keep up with fast changes in technology.
The event is the second session in NAIOP's Software/Technology Series. It will run from 7:30 a.m. to 9 a.m. at the Bellevue Club. For information call NAIOP at (206) 382-9121.

Fox Industries, a Kirkland-based software development company, has leased about 5,239 square feet of office space at 10512 N.E. 68th St. in Kirkland. Ryan Dunham Real Estate of Kirkland negotiated the transaction.
