SEATTLE -- The Asia Pacific Economic Cooperation organization, or APEC, is holding its environmental technology verification workshop in Seattle this week at the Bell Harbor International Conference Center on Pier 66. The objective of the workshop is to promote innovative environmental technologies in APEC member countries by developing ways to verify their performance. The invitation-only workshop starts with a reception tonight. Wednesday will be devoted to orientation, site visits, a dinner and talk by Chuck Clark of EPA Region 10; the workshop sessions will be held Thursday and Friday. Microsoft Corp. announced the promotion of Harel Kodesh and Moshe Lichtman to vice president. Kodesh, vice president of consumer appliances, manages the development and marketing of the Microsoft Windows CE operating system and its embedded development kits, as well as categories of information appliances that run on Windows CE, such as the Handheld PC, Palm-size PC, Auto PC and Sega Dreamcast. Kodesh reports to Craig Mundie, senior vice president of the consumer platforms group. Lichtman will assume the new role of vice president, digital TV platform strategy, and will report to Paul Maritz, group vice president of platforms and applications. Lichtman will coordinate efforts under way in Microsoft groups such as Windows, Windows CE, WebTV Networks and the interactive media group to provide a strategic focus for the company's infrastructure for future television-related products.

Deborah Pendergraft has joined Cierra Associates as a project manager. In her most recent position with Sparling, she was involved in commercial health care and educational projects, most recently the Safeco Redmond Campus. Rod Savard, a senior project manager, has relocated from the Tri-Cities and a 20-year career supporting the Hanford Nuclear Reservation to join Cierra. Jonathan Gordon, an industrial technology graduate of Western Washington University, has joined the firm as a CAD designer.

OLYMPIA -- The Chehalis Basin Partnership will hold a public meeting at 9 a.m. Friday, Aug. 28, at the Lucky Eagle Casino conference room, on Route 12 near Oakville. Mike Harris and Kirk Sinclair from the Department of Ecology will present information about ground water, stream flow, and water rights in the Chehalis Basin. During summer months, low-flow conditions lead to higher water temperatures, which stress salmon stocks. The Chehalis Basin Partnership received funds from Ecology to gather information about present and projected water use and about water needs for fish and wildlife. This information will be used to develop a plan that meets the needs of agriculture, future growth, and fisheries. Also at the meeting, Bill Kier of William Kier Associates will demonstrate a computer-based information system for integrating information about watersheds. This could be used as a model for the Chehalis watershed. The Chehalis Basin Partnership is made up of county, city, tribal and state-agency representatives as well as others with an interest in Chehalis River basin water issues. Woodinville's Western Marine Electronics (WESMAR) has appointed Stuart F. Platt president and chief executive officer. Bruce H. Blakey, founder and president of Wesmar, will become chairman of the board. Platt, Rear Admiral U.S. Navy, retired, formerly served as president of DRS Technologies Data Systems Group in Santa Clara.
Snowpoint Information Systems, an Olympia-based internet software development firm, announced their selection by Telefonaktiebolaget LM Ericsson as one of the key developers of the Ericsson Global Partner Network. The network is a global internet-based dealer support system for Ericsson's cellular phone products.
