Rapidigm has opened a new office in Bellevue, expanding its information technology services in the Pacific Northwest. Rapidigm provides software consulting services to more than 600 clients nationwide. The office is located at 13555 SE 36th St, Suite 260, in Bellevue.

Bogle & Gates has added five new attorneys to its Seattle office: Cynthia Kennedy, Charlene A. Launer, Christopher L. Moore, Thomas G. Morton, and Deirdre C. Thomas. Heather H. Grahame has been appointed to the newly created telecommunications practice group. Kennedy will be an associate in the land use practice group, Launer will be Of Counsel in the technology and intellectual property practice group, Moore will be an associate in the corporate and commercial practice group, Morton will be a member of the tax and transactions group, and Thomas will be an associate in the employee benefits practice group.

Bryan Hester has joined CB Richard Ellis in the Seattle office. He will focus on the close-in industrial market. Previously he worked for WinStar where he was responsible for new sales of data and voice telecommunication products.

Kevin Ferguson has been elected associate with Baseline Engineering. He is a senior survey party chief and one of the firm's original employees. Joseph McGee has joined the firm as an engineer specializing in the development of commercial, residential and industrial sites. Don Paretta and Jim Watanuki have also been elected associates at Baseline. With 20 years of drafting and computer experience, Paretta is responsible for the company's civil CAD work. Watanuki is a senior design engineer and recently worked on the West Campus Emergency Operations Center.
C.Y. David Yang has joined the Bellevue office of H.W. Lochner as a transportation engineer. He has four years of research experience in the area of intelligent transportation systems and is a member of transportation research board's committee on user information systems.

Kindred Communications, a Bellevue-based marketing communications firm focused on Internet-based business solutions, has added Sal Celis as creative director and Donna Fullerton as director of content development. Celis will oversee concept development, user-interface design and functionality of online products. Fullerton will manage editorial content projects, including development and editing of related communications materials.

Metawave Communications Corp., a Redmond-based provider of spectrum management solutions for wireless communications, recently hired Victor K. Liang as senior vice president, GSM (Global System for Mobile Communication). Liang will head a new organization to design, manufacture and market smart antenna systems for GSM networks. Liang formerly served as managing director of Siemens Shanghai Mobile Communications.
