Todd Tarbert has been named president and CEO of Destinations.com, a voice and Web-based leisure travel reservation service. He has been president of the firm since last summer when it was formed by merging two travel technology companies. Earlier in his career Tarbert founded Synergies Inc., a Seattle-based venture capital firm focused on start-up companies.

Bullivant Houser Bailey

The law firm of Bullivant Houser Bailey has added Stephen D. Fisher, a corporate and intellectual property attorney, to its Seattle office in the Business Practice Group. Fisher was formerly with Stoel Rives and advises businesses on capital formation, mergers, financing and technology transfer.

Cairncross & Hempelmann, a Seattle-based law firm, recently hired Stephen C. Sieberson as a principal in its business practice group. Sieberson formerly worked at Bogle & Gates in Seattle. Sieberson will be active in the firm's securities, corporate finance and mergers and acquisitions practice, as well as the intellectual property practice. Marlyn K. Hawkins was recently added and will practice in civil trial and appellate litigation and employment law. Hawkins formerly served as a King County Deputy Prosecuting Attorney in the criminal division.

Keller Williams Realty

Four top-producing agents have been named to the Agent Leadership Council of Keller Williams Realty, Bellevue. They are Karen McKnight, Herb Holcombe, Phil Jones and Doug Long. Councils are made up of agents who finish sales in the top 20 percent of their offices. Keller Williams also is offering classes. One is 30-clock hours and is designed for new agents. The class begins April 21 and continues with two sessions of four hours each for the next four weeks in May. Cost is $195. The second is 60-hour clock approved course to certify agents to sell homes in Washington. It is a self-learning course taught through interactive computer training. Cost is $295 plus $75 for textbooks. And Althea Osborn, Austin, Texas' top real estate agent and a former member of the British Secret Service, will speak at Keller Williams' free monthly symposium at the Bellefield Office Conference Center on 114th Avenue Southeast off Southeast Eighth in Bellevue from 4 to 6 p.m. April 21. Communications Product Development, a Vancouver-based manufacturer and marketer of a high-volume call processing platform, has appointed Stephen Costanzo general manager of its international and domestic sales force. Costanzo formerly served as director of sales and marketing for Encodex, an Oregon-based software consultant firm.

W&H Pacific

Clell H. Gibson has been named vice president of the energy and communications group at W&H Pacific. He has more than 20 years experience in the telecommunications industry, and joined W&H Pacific four years ago. Since then the firm has expanded its telecommunications business throughout the U.S. Prior to joining W&H Pacific, Gibson served as US WEST Communications' regional manager for central and eastern Oregon, responsible for lobbying efforts and marketing as well as design of communication systems and network architecture. He is a member of the Oregon Telecommunications Association, the American Planning Association, the Westside Economic Alliance of Portland and the Oregon Public Ports Association. Michael L. Marleau has joined the firm as project manager in the energy and communications group. Prior to joining W&H Pacific, Marleau worked as project manager at PacifiCorp in Portland, were he developed and managed electrical substation automation and power quality projects. He has also served as senior project engineer and supervisor for General Physics Corp. At W&H Pacific, Marleau will manage the new ISO 9000 project for the Portland office. Janet Prichard has joined the Seattle office as regional marketing specialist. She has owned and managed her own consulting communications company and served as public relations and media relations director at Pacific Lutheran University in Tacoma. She is currently a member of the Pierce County Advisory Board for U.S. Senator Slade Gorton and Pierce County Executive Doug Sutherland. She has served as a member of the Pierce County Economic Development planning council and was on the board of directors of the Tacoma-Pierce County Chamber of Commerce. Katherine A. Keegan has been promoted to director of administration and accounting at the Bend, Ore., office of W&H Pacific. She has been with the firm for two years.

JPC

Ann Derr and Dennis Dieni have been named partners of JPC, Inc. They have both been with the planning, interior design and facilities management firm since 1991. JPC has also hired five new employees. David Ellis is an architect with extensive experience in renovation of high-tech office facilities. Colleen Hazelrigs, also an architect, is now at work on tenant improvements at Carillon Point and at Microsoft sales offices in Tampa, Kansas City and Chicago. Larry Coleman has 22 years of experience in residential, restoration and commercial architecture, and is now at work on a new Des Moines Ace Hardware and ONYX Software headquarters. CJ DeLeon, a graduate of the University of Hawaii, is currently working on the Host Marriott concessions at Sea-Tac International Airport. Jim Holtz, John Gibbons, Matt Lundh, Matt Rodda, Lucy McCullough, Tracy Lorelli, Kate Gaudet and Kim Wilson have recently joined JPC's Redmond office, and Jason Fowers, and Rachoat Wannakanok have joined the Seattle office.
