My reading of Washington's law dealing with consultant selection tells me that public agencies have to advertise annually for architecture and engineering services through a roster process.
I wonder what percentage of the agencies that are required by law to advertise are actually seeking new consultants? Do agencies actually evaluate all the rosters they receive? Or do the statements of qualifications simply sit in a filing cabinet for a year, to be dumped annually once the new roster submissions appear?
