    Thurston County is taking its first baby step towards managing some of its most congested roads more efficiently.

    Armed with a small federal grant, the Thurston Regional Planning Council is hiring a technical advisor and systems engineers to coordinate traffic signals along two busy arterials that are now operated by transportation engineers from several different jurisdictions.
