SEATTLE — Yesterday, Mayor Mike McGinn sent the Seattle City Council his legislative proposal that would place a bond measure on the May ballot to accelerate design and construction of the waterfront seawall. The city council said it will not consider the proposal.
Council President Richard Conlin said, “I think we can safely say that it will not be on the May ballot.”
