Public47 Architects designs 32-unit complex for site at 19th and Mercer

The emerging commercial strip at 19th Avenue East and East Mercer Street on Capitol Hill may be getting more company.

A private investment group called Epic Property Management LLC is planning a five-story, mixed-use building at 1830 E. Mercer St., on the same block as the popular Vietnamese restaurant Monsoon.

Plans call for 32 apartments, underground parking for 12 vehicles, and 2,300 square feet of street-level retail on 19th Avenue.

Public47 Architects is the designer.

The proposal has completed Seattle design review, and construction could begin by the end of the year.

The investment group, which includes Glenn MacDonald and Amanda Twiss, has owned the site since 2003.

An existing commercial building would remain. The new structure would replace a 15-stall parking lot south of that building.

A rooftop deck, courtyard and additional plantings along the street are planned.

“The building will literally open up to the street, with huge wood and glass sliding doors and windows for the retail space, creating a welcoming flow between interior and exterior spaces,” said Kevin Tabari, a partner at Public47 Architects, in a statement.

“We're excited to add to the housing options for Capitol Hill residents,” Twiss said. “As Seattle continues to grow, we need to add capacity, while maintaining the character of the neighborhood.”

Project team members include Karen Kiest Landscape Architects, landscape architect; Bykonen Carter Quinn, structural engineer; Sitewise Design, civil engineer; Terracon, shoring; RDH Building Science, building envelop; PanGeo, geotechnical consultant; and Bush, Roed & Hitchings, surveyor. Rush Commercial is providing pre-construction services.

Public47 recently completed an addition and renovation at the Anhalt apartment complex at 1600 E. John St. That project received an award last year from the American Institute of Architects Seattle chapter.
