CALDWELL, Idaho (AP) — Highway district officials say the collapsed culvert that led to the flooding of a neighborhood between Caldwell and Nampa could have been prevented if a city shared a report with the agency.
The Idaho Press-Tribune reports Canyon Highway District No. 4 commissioners say the city of Caldwell had a report that found structural problems with the culvert in 2013. The culvert under Midway Road collapsed, flooding 21 homes in August.
