Circuit Judge Richard C. Tallman of Seattle will step down as an active judge of the U.S. Court of Appeals for the Ninth Circuit on March 3, 2018, his 65th birthday, after almost 18 years of service to the court. Tallman will continue to serve as a senior judge. He also serves on the Foreign Intelligence Surveillance Court of Review, which hears appeals related to espionage and counterterrorism investigations, with a term that ends in January 2021.
