Tight market means higher construction costs for Sound Transit

Bids for Sound Transit projects are veering further and further away from the agency's own estimates, according to Jim Edwards, who is in charge of the agency's capital projects.

Last year, construction bids averaged 12 percent over Sound Transit's estimates, up from 8 percent in 2005.
