Merit shop association ABC marks its 25th anniversary

    Contractor Jack Rafn didn't know it 26 years ago, but an incident he was involved in then would lead to the creation of the state's largest merit shop construction association. That group — the Associated Builders and Contractors of Western Washington — is celebrating its 25th anniversary this year.
