Credit woes stall projects in Oregon

PORTLAND (AP) — The Port of Portland wants to borrow $140 million, in part for new equipment to deice aircraft at the Portland airport.

But the port doesn't have anything to deice the world's frozen credit markets, so its plans are on hold.
