WSDOT issues draft RFP for $1B deep bore tunnel

The Washington State Department of Transportation has issued a draft of the request for proposals to four design-build teams that want to build the $1 billion deep bore tunnel to replace the Alaskan Way Viaduct.

The teams were pre-qualified in December.
