Sound Transit keeping door open for 2016 light rail package

The Sound Transit Board of Directors approved a plan that keeps open the possibility of a public vote to fund the third phase of regional light rail by 2016.
The board OK'd a series of studies of various corridors throughout the region. Last year, the board approved $9.75 million out of the 2013 budget to fund these studies.
