WSDOT: tunnel builder in breach of contract

The Washington State Department of Transportation on Monday notified Seattle Tunnel Partners that it is in breach of contract due to its DBE participation rates.

In a release WSDOT referred to a recent Federal Highway Administration report that said the design-build contractor on the state Route 99 tunnel project erected barriers and created hardships for DBE firms.
