SEATTLE — The state is assembling a panel of outside experts to evaluate the stuck machine named Bertha that is boring the waterfront tunnel.
On its website, the Department of Transportation says the panel will look at whether the machine can perform the work ahead, management and operations, and whether the right decisions have been made on the tunnel work to date.
