Sound Transit seeks GC/CM for $420M Lynnwood Link contract

Lynnwood Transit Center will get a 1,650-stall garage. It has 1,378 surface stalls today.

Sound Transit has started the process of selecting a GC/CM for the $420 million L300 contract that's part of the Lynnwood Link light rail extension.

L300 will build 3.7 miles of track (2.3 miles will be elevated) between Lynnwood Transit Center and Northeast 200th Street in Shoreline, along with two elevated stations and a 1,650-stall parking garage.

Elevated track will cross over Interstate 5 near Mountlake Terrace Transit Center.

Lynnwood Transit Center will get one of the new stations and the parking garage. The other station will be at Mountlake Terrace Transit Center.

Bruce Gray of Sound Transit said the estimated construction cost is $390 million to $420 million.

Prospective contractors have until May 4 to submit a statement of qualifications and a proposed approach package. A pre-bid meeting will be held at 9 a.m. Monday in Ruth Fisher Board Room at 401 S. Jackson St. in Seattle.

Construction is expected to get underway in late 2018 and finish in spring 2021. The entire 8.5-mile Lynnwood Link extension is expected to go into service by late 2023.

Two GC/CM teams were recently chosen to compete for the $400 million L200 contract, which will build 4.5 miles of track between Northgate Station and Northeast 200th Street. That segment includes an elevated station with a 500-stall parking garage at Northeast 145th Street, and a retained-cut station with a 500-stall garage at Northeast 185th Street.

The L200 teams are a joint venture of Stacy and Witbeck, Kiewit and Hoffman Construction; and a joint venture of Walsh Group and Graham Contracting.

Sound Transit's board last month approved a $73.77 million final design contract with HNTB Jacobs JV for the L200 and L300 segments. That amount includes a 5 percent contingency.

Gray said the agency expects to issue a notice to proceed to HNTB Jacobs soon.

A third major GC/CM contract, L800, will install electrical systems, signals and communication systems along the entire 8.5 miles of track. A smaller fourth project, L100, will install about 1/3-mile of track in Lynnwood.
