The Seattle City Council took a step on Monday toward creating a local improvement district to help pay for redeveloping the downtown waterfront.
The Council passed a resolution by a vote of 8-0 declaring its intention to order construction of the Seattle Central Waterfront Improvement Program and to create the LID. Downtown resident Sally Bagshaw recused herself, citing a financial conflict in interest, according to SCC Insight, a blog that covers the City Council.
