City may overhaul the way it handles waste, recycling

    Seattle can boost its recycling rate from the current 44 percent to 72 percent by 2025 if it overhauls the city's trash collection and recycling system, according to Seattle City Councilman Richard Conlin.

    But this would require big changes in how the city recycles organic waste and construction debris as well as revamping waste transfer stations and building a new one.
