BRUSSELS, Belgium (AP) — Governments shopping for a new motor pool should insist that car makers explain the full cost of using a vehicle over its lifetime as a way of promoting less polluting vehicles, the European Commission said Tuesday.
Public procurement contracts could encourage all car buyers to choose clean and energy efficient vehicles, it said. That could occur if buyers demanded that car salesmen explain how much the car's energy consumption, carbon dioxide and pollutant emissions will ultimately cost.
