Spokane phosphate ban delayed 1 year

SPOKANE (AP) — Authorities say that because of a miscalculation, it will take at least another year to draft a plan to limit phosphorus discharges into the Spokane River.

The time frame was announced Friday by the Environmental Protection Agency, which admitted the blunder early this month.
