PORTLAND (AP) — A new water mixing and fish passage system will be cooling the water going into the lower Deschutes River after gauges showed the river was too warm last week.
Portland General Electric and the Oregon Department of Environmental Quality operate the new system. They say they were not influenced by complaints from guides and fishermen who say the water is abnormally warm.
