Insurance sought for ground zero rebuild

  • Supporters say if buildings can't be insured against terrorist attacks, banks may not lend money to build them.

    WASHINGTON — New York officials are seeking to lengthen by at least a decade a post-Sept. 11 government insurance program that supporters say is critical to major projects like the new World Trade Center.

    The Terrorism Risk Insurance Act, or TRIA, was one of a series of bills passed by Congress in the wake of the 2001 attacks. The current version expires at the end of this year, and New Yorkers are already campaigning for a much longer extension.
