City eyes temporary uses for sites of stalled projects

Seattle may allow entrepreneurs and artists to temporarily set up shop and installations on some sites where development projects have stalled due to the recession.

Virtually every neighborhood across town has at least one such lot. The land sits empty, or nearly so, not generating any income for the owners, who still must pay taxes and other costs. These empty lots don't do much for the neighbors, either.
