Urban Visions eyes apartment tower as one option for small site on Third

Olson Kundig has been working on a proposal for ground-floor retail topped by 60 residential units at 1513 Third Ave.

Greg Smith's Urban Visions paid $4 million last year for the former Winter Garden Theatre at 1513 Third Ave., and now the developer is figuring out what to do with it.
