International Telcom Ltd.

International Telcom Ltd. (ITL), a privately held telecommunications provider located in Seattle, has appointed Darrell Hughes as president of engineering. Hughes will be responsible for managing the operations of the programming, switching, and international networking departments, as well as offering input in to future network expansion and software development efforts.

Final `Building with Value' workshop set

SEATTLE -- People interested in learning about environmentally-friendly building techniques will have a chance to do so Thursday in West Seattle. The final workshop in the "Building with Value Workshop Series '96" is scheduled for 8 a.m. to 1 p.m. Thursday at Camp Long. The workshop will focus on new residential construction with an emphasis on multi-family projects. Experienced industry representatives will offer tips on how to prevent or recycle construction waste, how to use cost-effective, sustainable building materials and techniques, and how to reduce toxicity in buildings. Building and design professionals are encouraged to attend. Speakers will include: Tom Paladino, an architect and engineer and the developer of the "Sustainable Building Specifier," a database of environmentally-friendly materials; architect Jan Gleason, who will explain how to "design in" waste prevention to avoid waste before it even happens; and Anne Schuessler, a project manager from Rafn Construction, who will discuss Rafn's experience with waste management and other resource-efficient techniques. The Northwest EcoBuilding Guild and Seattle Solid Waste are sponsoring the workshop. Cost is $30 for pre-registration and $35 at the door. ONRC appoints new director

PORTLAND (AP) -- The Oregon Natural Resources Council named a new executive director last week to replace Andy Kerr, who had been the lightning rod for Northwest environmentalists in stormy battles over the spotted owl. Marc Smiley runs a consulting firm for nonprofit organizations and is president of REACH Community Development, a nonprofit organization that provides low-cost housing, neighborhood revitalization and economic development in Portland's inner city. "He brings with him years of nonprofit experience and a dedication to protecting Oregon's ancient forests, salmon streams and drinking water supplies," said Scott Lewis, president of ONRC Action's board of directors. ONRC has been a leader in the Northwest environmental movement. It was a plaintiff in lawsuits that sharply reduced logging in northern spotted owl habitat on national forests and pressed the government to protect salmon and steelhead from extinction. Smiley grew up in Bend and graduated from the University of Oregon in 1984 with a degree in journalism. He is 37, married, and has a 3-year-old son. His environmental background includes working for the Land Trust Alliance, River Network, and the Yakima Greenway Foundation. "Smiley's the kind of guy who's going to get the job done," said Kerr, who retired last October after 20 years with ONRC to start his own environmental consulting firm. "He's got great organizational skills and a passion for protecting the environment." Smiley said he wants to keep the organization a household word for environmental advocacy, but without the reputation for controversy. "I think the conflict of the past has been important, but it doesn't have to be part of the future," he said. Smiley said he hopes to build ONRC's membership from 6,000 to more than 10,000. To do that he must temper the organization's reputation and broaden its appeal.

Kitsap County Housing Authority

Matt Ryan, chairman of the Board of Commissioners of the Kitsap County Consolidated Housing Authority announced that the Association of Local Housing Finance Agencies (ALHFA) of Washington D.C. has given its 1996 Meritorious Achievement Award to the housing authority for its development of Golden Tides II. The Silverdale project provides 44 units for extremely low and very low income senior households. Deitrich/Mithun is the architect. The Rafn Company was the general contractor and Sound Finance Group was the development consultant. All of the units serve seniors who make under $14,000 per year and 15 are set-aside for seniors who make less than $8,000 per year.

Integrus

Douglas Bailey, John Cuddy and Mark Dailey have been named principals in Integrus Architecture. Bailey has been with the firm since 1991, and his recent projects include a penthouse renovation for Greg Thomson Productions and designs for Meadowdale High School's Concert Hall and Experimental Theater in Lynnwood. He served as a national director of the American Institute of Architects from 1992 to 1994, and is also active in the U.S. Institute of Theater Technology. He will lead business development efforts at Integrus. Cuddy, who joined the firm in 1990, leads engineering efforts for the firm. He led design for the Washington State University consolidated Information Center in Richland and U.S. Embassy office building in Bogota, Columbia. Dailey, who has been with the firm since 1990, has been instrumental in the development of several award-winning design projects, including the Otis Orchard Library and a building at Spokane Higher Education Park.

Sclater Kimball

William DeEiel and Scott Aishton have been named principals in the California office of Sclater Kimball Architects. They have nearly three decades of combined experience with the internationally known Jerde Partnership, a firm that DeEiel and Seattle principal Alan Sclater co-founded with Jon Jerde in 1977. DeEiel, Sclater and Seattle principal Alexander Kimball also worked together at Charles Kober Associates, Inc., Sclater Kimball's predecessor firm. DeEiel, who will emphasize international business development and project planning, has been on the design team for the Horton Plaza in San Diego, the Mall of America in Minneapolis and the Euro Disney master plan in France. Aishton spent eight years with DeEiel at Jerde managing a variety of retail/mixed use projects and serving as principal-in-charge of the firm's San Diego office. Most recently, he founded the Horizon Group, a commercial and real estate development company, and held senior management positions with Pan Pacific Development Corporation and The Hahn Company. He will direct business operations ad participate in project management and business development for Sclater Kimball.

HDR

Dale Poussier, a senior project engineer at HDR Engineering, Inc., received the 1996 Private Sector Service Award from the American Public Works Association (APWA) in August for his contributions as private sector consultant to public agencies. He received the award for his involvement on APWA's Washington Chapter Construction Standardization Committee, which developed and implemented a single document of specifications and standards that are used for both state and local agencies. This has allowed some manufacturers and contractors to submit lower bids on municipal construction. Kit Loo has joined HDR Engineering, Inc., as a bridge engineer in the company's Seattle office. Loo was a staff engineer for Meridian Engineers and Planners, Inc., in Chicago prior to joining HDR. His responsibilities included supervision of construction projects as well as design and detailing various types of railroad and highway structures. Loo earned a master of science degree in civil engineering from the University of Illinois at Urbana-Champaign.

ECS

Paul Crivell has joined ECS Engineering Inc., as project electrical engineer. He has worked on several large projects for Betchell Power Corp. and has led ECS' design efforts for electrical service upgrades to SeaTac Airport. He is now leading design on a new substation and utility paralleling power generation system design for the City of Everett. Martin Medak has joined the firm's control and software group. Most of his experience has been in the pulp and paper industry at ATT Rayonier and Weyerhaeuser. He will be involved in instrumentation design and control system software development. Paul Groschl has joined ECS as an electrical and control engineer. He has 15 years of experience in large industrial projects, including work in the Czech Republic. He is now participating in designs for new water pumping stations in Everett and on the Sammamish Plateau.

Onyx

Douglas Maraist has joined the Poulsbo office of The Onyx Group, which is based in Alexandria, Va. Maraist worked for 10 years as a project architect at Myrvang Architects and has extensive experience in school design. He will now manage a two-year "indefinite quantity" federal design contract with the U.S. Navy.

ABKJ

Pong Jongjitirat has joined the firm Andersen Bjornstad Kane Jacobs, Inc. (ABKJ) as chief bridge engineer for international projects, and project manager responsible for management and design of transportation projects. Previously, he was the structural engineering manager for Entranco. Jongjitirat has more than 23 years of consulting engineering experience. He has been responsible for the design and management of multi-million dollar projects for various state transportation departments and public-works agencies in the western United States. His recent project experience includes the Allen Street Bridge Replacement in Kelso; I-405 Interurban Avenue Interchange in Tukwila; I-90 First Hill Lid on Mercer Island, and the seismic retrofits of a number of bridges on I-5 in Everett. Jongjitirat is a member of the Precast Prestressed Concrete Institute, Post-Tensioning Institute, and the American Institute of Steel Construction.

GeoEngineers

Howard Thomas has joined the Anchorage office of Redmond-based GeoEngineers, Inc. as an associate. With many years of experience as a civil engineer and geotechnical engineer, Thomas was named "Alaska Engineer of the Year" in 1986. He is a Fellow of the American Society of Civil Engineers (ASCE) and is a founding member and past chairman of ASCE's technical council related to cold regions' engineering.

W&H Pacific

Deborah P. Lambert has joined W&H Pacific's Bellevue office as project manager in the land development group. She has more than 15 years experience in civil engineering design and planning, construction management, environmental compliance and permitting.

McGranahan

Timothy R. Springer has joined The McGranahan Partnership as a project architect. His experience ranges from education to detention facilities, and he is currently at work on the Auburn District Bus Maintenance Facility and Denney Juvenile Justice Center for Snohomish County. Garner F. Miller is an intern architect with the firm and 1993 graduate of Washington State University.

Otak

Russ Gaston has joined Otak, Inc. as a project manager in civil engineering. He has over eight years of experience in site development, stream improvements, street and roadway improvements, preparation of plans, specifications, reports and cost estimates for public and private projects. Gaston is currently working on the University of Washington, Bothell/Cascadia Community College Campus development in Bothell. He was previously with the Alpha Engineering Group in Bellevue. Katy Hayes has joined Otak as the receptionist. Hayes was previously employed by the Labateyah Youth Home of United Indians of All Tribes Foundation in Seattle. Alfonso (Butch) Manalo has joined Otak as a survey party chief with over 19 years of technical experience. Manalo was previously employed by White Shield Inc. in Bellevue. Jeff Johnson has joined Otak as a survey party chief with 17 years of technical experience. Johnson was previously employed by Pac-Tech Engineering, Inc. in Bellevue.

Weber + Thompson

Tung T. Ho has joined Weber + Thompson Architects to contribute computer-aided drafting and project management skills for financial, residential and commercial projects.

INCA

John Plump, Jr. has recently joined INCA Engineers, Inc. as a senior project manager. He will assume project management responsibilities for several of the company's projects involving heavy civil and water resources design. He will also be responsible for marketing INCA engineering services, with special emphasis on Department of Defense and Corps of Engineers clients. Prior to joining INCA, John was with Harza Northwest in a similar capacity. He also spent 19 years with the U.S. Army Corps of Engineers in the St. Paul and Portland Districts overseeing the design and construction of numerous Corps' flood control and navigation projects.

JGM

Landscape architects Theodore Wall and Len Zickler have been named principals at Jongejan Gerrard McNeal (JGM). Wall, a graduate of Rutgers University and the University of Pennsylvania, joined the firm in 1983. Zickler has returned to JGM after several years of work in general comprehensive planning, park and trail design in the public and private sectors.

West

Thomas Grindeland has joined West Consultants, Inc. as senior hydraulic engineer. He is a registered professional engineer with over 16 years of experience in water resources and hydraulic engineering. Prior to joining WEST, Grindeland was employed as the senior office leader for EA Engineering, Science, & Technology.

FFA

Tracey Simpson has joined Fletcher Farr Ayotte (FFA), Portland, as director of interiors. She currently working on interior design projects for the Greenwood Inn, PERS Corporate Headquarters and Capital Consultants. Bob Boileau has joined FFA as a project architect and designer. He is currently working on the Village at Lovejoy Fountain and a mixed-use project at Orenco Station. Don Arambula joins FFA as senior urban designer. He is currently working on the Oregon City Regional Framework Plan and the Albany Square Plan.

Studio Pacifica

George Hallowell, principal of Studio Pacifica Ltd., has accepted appointment by Seattle Mayor Norm Rice to a two-year term on the Mayor's Small Business Task Force. His partner, Karen Braitmayer, was appointed to the Washington State Building Code Council last year.

Vinson Brothers

Seattle-based Vinson Brothers Corp. recently won a National Minority Supplier Development Council Supplier of the Year award. The firm also was honored with a regional supplier award. For the regional award, the council selects 12 minority businesses each year out of 15,000 minority firms across the country which are eligible to be nominated. Three of the 12 regional winners are awarded the national honor. Winners have distinguished themselves and their businesses by successfully demonstrating sales and employment growth while overcoming significant obstacles.

The Olympia Plan Service recently moved into new facilities in Olympia at 123 Fir St. The company was founded by architect Harold Dalke in 1963 and was purchased by current owner Kay Donaldson in 1974.
