SEATTLE -- Seattle-based Hart Crowser has opened a Northeast regional office to serve the port and harbor market in New York and New Jersey. The Jersey City, N.J. office is the ninth regional office established by Hart Crowser, an environmental consulting and remediation design firm. The new office will focus on the characterization, remediation, dredging and disposal of contaminated sediments, as well as the reclaiming of "brownfields," or former industrial sites that have been abandoned or under-used because of contamination. "What's motivating us to expand into the Northeast is what we think is a very strong market for services related to the remediation of contaminated sediments," said Philip Spadaro, Hart Crowser's director of port and harbor services. According to Hart Crowser, the northeastern seaboard has more sites impacted by contaminated sediments than any other region in the United States. Hart Crowser is working on two contracts related to the disposal of dredged material in the New York/New Jersey area. John Henningson has joined the company as Northeast regional operations manager. Henningson has more than 28 years experience investigating, characterizing and remediating contaminated sediments, soil and groundwater. He formerly directed a 10-year, $230 million, multi-site Superfund remediation program for Region II of the U.S. Environmental Protection Agency. Hart Crowser now has offices in Seattle, Portland, Anchorage, San Francisco, Long Beach, San Diego, Denver, Chicago and Jersey City. The firm's port and harbor services group has completed more than 50 major projects for the U.S. Navy, port authorities, shipyards, marine terminals and waterfront industries.
BELLEVUE -- Gary Beckham recently joined Kleinfelder Inc. as a senior engineering geologist for the geotechnical division of the company's Bellevue office. Beckham is a registered professional geologist with more than 19 years experience in the fields of applied engineering, petroleum and environmental geology. He specializes in forensic investigations of damages caused by landslides, soil erosion and water flow. Beckham examines such geologic hazards and determines how they relate to the past, present and future uses of properties. Kleinfelder is a national geotechnical, environmental and construction consulting firm.
SEATTLE -- Sheldon & Associates, an environmental consulting firm specializing in aquatic resources analysis, regulatory compliance and compensation design, has hired Kim Harper as a senior wetland ecologist. Harper has more than six years of wetlands and wildlife-related experience in the Northwest, Alaska and Montana. She is the primary author of the Natural Resource Management Plan for the Naval Air Station Whidbey Island. Harper has managed projects with budgets up to $240,000.
BELLEVUE -- Bellevue-based PTI Environmental Services has opened an office in Milwaukee and has added Bruce L. Cutright as principal. Cutright will work in the new Milwaukee office. A hydrogeologist with more than 24 years experience in the environmental, engineering and management fields, Cutright will direct the growth and development of PTI in the Midwestern United States. He has provided technical support to the pulp and paper industry, chemical-production companies and automotive and heavy-equipment manufacturing facilities throughout Wisconsin and the upper Midwest. He also has served as an expert witness on environmental matters in state and federal courts. Cutright is a Fellow of the Geological Society of America and a former director of the Institute for Environmental Education. He has worked on water supply and environmental projects in the United States, Central America, East Africa, Singapore and the Philippines. PTI has offices in Bellevue, Portland, Washington, D.C., Boston, Atlanta, Boulder, Colo., and now Milwaukee. The consulting firm provides environmental science and engineering services to industries.

Giant Bicycle of Rancho Dominguez, Calif. has chosen the Seattle advertising agency of Hammerquist & Saffel as its new brand partner. With its newly developed design department, H & S will be able to function as more than an advertising agency for Giant. The firm will work to communicate the brand in consumer advertising, catalogs, merchandising and promotional materials, public relations, and in-store.

The Seattle Housing Authority has achieved the HUD rank of "high performer" for the fourth year in a row. The designation is the one given to housing agencies who score better than 90 points out of a possible 100 on HUD's rating system. SHA earned a score of 96.71 for 1996.
The Mountlake Terrace branch of Continental Mortgage Company is presenting free workshops on FHA 203K or FHA Plus Remodeling loan programs, which are designed to allow purchases, remodels or rehabs with one low-interest mortgage. CREW Northwest is sponsoring two luncheon programs and a "networking spectacular" in the next few weeks. On April 9 the group presents a luncheon program on the biotech industry. The speakers will be J. Thomas Ranken, executive director of the Washington Biotechnology & Biomedical Association, and Gordon McWilliams, director of design for research and biotechnology at CNA Architecture Group. April 23 is the date for "Hot Tips on Selling," a box lunch program at the West Coast Bellevue Hotel to be held from 11:45 a.m. to 1 p.m. The speaker will be Jerry Hocutt, who will discuss body language and selling.
