The Prestressed Concrete Group of Morse Brothers has hired Dr. Keith Kaufman as chief engineer for all bridges and structures, and promoted Pat Hynes to plant manager of its Harrisburg, Ore., facility. Kaufman previously spent 10 years with CH2M Hill as that company's senior bridge engineer. He specializes in precast, prestressed and post-tensioned concrete bridges; load rating; and seismic retrofit. He holds doctorate and master's degrees in civil engineering from Purdue University, and is an adjunct professor at Oregon State University. Hynes has worked as a project supervisor and chief engineer at the company's Clackamas, Ore., plant since 1985. He holds a bachelor's degree in civil engineering from the University of Idaho.

Jeff McManus has been promoted to senior associate at Bush, Roed & Hitchings (BRH), a Seattle land surveying and civil engineering firm. McManus, who has been with the firm since 1976, is currently managing several local projects, including the University of Washington Regent's Court project, Northwest Hospital's capital improvement surveys, REI's distribution headquarters and the Lakeside High School Gymnasium. He is the firm's land survey department manager. John Weed, who joined BRH in 1984, has also been promoted to senior associate. Weed has overseen the on-going development at the Canyon Park Business Center in Bothell. He is the firm's engineering department manager. Darrell Nance, who joined the firm in 1989, has been promoted to associate. Nance is currently managing several Port of Seattle projects, both on the waterfront and at the Seattle-Tacoma International Airport. He is the firm's assistant land survey department manager. Brent Cummings, who joined the firm in 1991, has also been promoted to associate. Cummings is currently managing several commercial development projects, including several Rite Aid and Office Depot projects in western Washington. He is the firm's assistant engineering department manager.
Thomas McCollough has become the associate vice president and business unit leader for the Pacific Northwest operations of Moffat & Nichol Engineers, which recently opened an office in Seattle following its acquisition of Summit Technology Consulting Engineers. McCollough's professional experience includes planning and design of heavy marine and marine-related industrial facilities, highway, rail and multimodal terminal access facilities. Based in Long Beach, Calif., Moffat & Nichol also has offices in southeast Asia, Latin America and 12 other U.S. cities. The firm specializes in waterfront projects, providing master planning and construction support for public and private clients.
Jennifer Steig has joined Peterson Consulting Engineers as a project engineer. Steig has more than 10 years of professional experience in design permitting for commercial and residential projects. Her recent projects include the downtown Woodinville Retail Center, Trophy Lake Golf and Casting Club, the Bennett Building and Aberdeen Guesthouse Inns. Hue Ong joins the firm as a CAD designer. Based in Kirkland, Peterson Consulting Engineers is a civil engineering firm specializing in water resources and hydrology.
Olympic Associates Co. has hired several new employees. Alan Cunningham is a senior construction manager for the company's software clients. Cunningham has 28 years experience in the construction industry as a general contractor with some design and sales experience. Michael Jahr has joined Olympic as project manager. Jahr is providing construction management services to Saint Joseph Medical Center in Tacoma. His work includes civil, mechanical and electrical projects, with an emphasis on health care facilities. Louis Keene joins the firm as project manager for the architectural division. Before coming to Olympic, Keene worked in several construction trades over a 20-year period and spent several years as a journeyman steel fabricator. More recently, he worked with Francis Caufmann Foley Hoffmann (FCFH) Architects in Philadelphia on the design and 3-D imaging of health care and education facilities. Lawrence Miller will provide construction management consultant services to the Port of Seattle. Prior to joining Olympic, he worked for York International as a field installation engineer in the eastern United States and Canada. Marshall Pihl joins the firm as senior structural engineer to provide design of architectural structures and investigation and analysis of existing structures. Pihl brings 14 years of experience with local consulting and engineering firms, including Robert Fossatti Associates. Brenda Toole comes to Olympic as a project and construction manager. Toole's previous projects include the production facility for Boeing's new 777, a newspaper printing facility for the Winnipeg Free Press and a forest industry research facility for Macmillan Bloedel. Prior to working for Olympic, she was a design build contractor for The Austin Co., an international design, engineering and construction firm based in Cleveland. Olympic Associates, based in Seattle, provides project and construction management, estimating, scheduling and architectural services.
W&H Pacific, a design firm that specializes in the building and infrastructure industry, recently appointed Robert France as account manager within its energy and communications team. Prior to joining W&H Pacific, France worked for PacifiCorp in Portland where he was responsible for unregulated business development and for multimillion-dollar asset acquisitions. With W&H Pacific, France will focus his attention on developing an energy portfolio and providing utility alternatives consulting. Architect Ken Olsen is also joining the firm as director of land development services. Olsen joins W&H Pacific after having directed his own architecture and planning firm, Olsen & Associates, for the past 10 years. W&H Pacific is a planning, engineering, and surveying firm based in Bothell with other offices in Portland, Bend, Klamath Falls, Ore., and Boise.
Russell Thomas has joined Baylis Architects of Bellevue as a project manager. His current work for Baylis include several Barnes & Noble stores and the Underwood 116 Office Building in Bellevue. Bo-ik Jo has joined the firm as an intern. He received his undergraduate degree from the University of Minnesota and his graduate degree from the University of Oregon. He is currently working on the Seventh Avenue Condominium project in Kirkland and several custom homes.
Ellis Paguirigan Designs, a design firm based in Olympia, noted its second anniversary by announcing expanding services. Services Ellis Paguirigan have implemented include web site creation and hand-tooled calligraphic scripts.
