William M. Factory Small Business Incubator

Michele L. G. Hacking has been promoted to business manager and Christa Campos, Alan Collinge, Jacob Bennett and Dave Mackenzie have joined the contracting center at Tacoma's William M. Factory Small Business Incubator. Campos will serve as administrative assistant and Collinge will serve as technology manager. Bennett and Mackenzie will serve as engineering technical interns through Bates Technical College. The company is currently building a new $3 million, three-story office in East Tacoma.

DCI Engineers

DCI Engineers recently announced the additions of Kerry Peterson, Chris Frossard, Jennifer Mills and Greg Gilda to its Bellevue office.

Peterson joins the civil engineering department as project engineer. His current projects include Middle Fork Business Park near North Bend and the Neptune Apartments complex in downtown Seattle. Peterson has more than 13 years experience in civil engineering and stormwater management.

As a former computer engineer at Boeing, Frossard was lead engineer on the Stringer Assembly Application for the 777-300ER. He is currently assigned to the Capitol Courts Apartments in Seattle and the Jackson Park Youth Center in Bremerton.

Frossard and Mills, project engineers in the structural engineering department, provide details and designs for a variety of building types and materials, as well as review structural drawings. Frossard is currently assigned to the Capitol Courts Apartments in Seattle and the Jackson Park Youth Center in Bremerton.

Mills has been assigned to the Holiday Inn Express in Seaside, Ore., and the REI climbing pinnacle in Portland. Gilda joins the structural engineering department of DCI Engineers as a senior project manager. He has worked on projects ranging from the design of the six-story Second & Lenora Apartment complex in Seattle to the investigation and design of repairs for more than 100 buildings in the Pacific Northwest affected by water, fire, wind and earthquake damage. Gilda has been appointed project manager on the Lakeshore Water Sculpture project located in Boulder, Colo., as well as a new retail center in Sumner.

Founded in 1988, DCI Engineers employs more than 70 individuals in five offices: Bellevue, Everett, Spokane, Portland and San Diego. DCI Engineers provides civil and structural engineering services for the development and construction industries.

PAE Consulting Engineers

PAE Consulting Engineers, a mechanical, electrical, lighting and sustainable design consulting engineering firm, recently announced staff certifications. Patty Hamilton earned certification as a professional in human resources. The certification, awarded by the Human Resource Certification Institute, signifies the theoretical knowledge and practical experience in human resource management.

Greg Parthemer passed his lighting certification credential, presented by the National Council on Qualifications for the Lighting Professions. This certification demonstrates the necessary knowledge, understanding, and ability to apply lighting principles and techniques successfully. He joined PAE as lighting designer and has 18 years of experience. He is knowledgeable in project management and has spent five years as a sales representative for electrical construction materials.

AHBL

AHBL announced the addition of Mel Blackstone as marketing director. In this position, he will lead business development and marketing for AHBL's Seattle and Tacoma offices.

Blackstone is a professional facilities planner with over 20 years experience with prominent Pacific Northwest A/E firms. His planning and marketing experience includes educational, justice, and corporate facilities projects. He holds a master of city planning degree from the Ohio State University.

AHBL offers services in civil and structural engineering, community planning, landscape architecture and land surveying. Founded in 1969 and headquartered in Old Town, Tacoma, the firm has 80 employees and an office in Seattle's Pioneer Square.

BC&J

BC&J Architecture, Planning and Construction Management announced the relocation and growth of its office on Bainbridge Island, as well as the addition of staff in the Friday Harbor office.

The Bainbridge Island office recently moved to 197 Parfitt Way. John Geurts and Alan Paden have joined the Bainbridge Island office as project designers/managers. The Friday Harbor office has added Anna Gunter as a project designer/manager. Design services will be provided by Erica Burns from the satellite office in Philadelphia.

Current projects include a mixed-use design for the block in Friday Harbor that was destroyed by fire in May 2002, and planning and design for the Roche Harbor Village at the north end of San Juan Island.

Parametrix

Kari Frederick recently joined the Boise office of Parametrix as an environmental scientist. Frederick has eight years of experience in environmental documentation, which includes environmental assessments, environmental impact statements and categorical exclusions in Arizona, Idaho, Utah and Washington. Her professional expertise includes: NEPA documentation, public and agency involvement, environmental technical documentation, traffic noise analysis, traffic noise expert testimony and environmental regulatory permitting. In Washington, she recently completed the noise analysis for the SR 285 Wenatchee South Project for the city of Wenatchee and WSDOT.

Parametrix is headquartered in Sumner and provides engineering and expertise in transportation, environmental sciences, water and wastewater engineering, waste management and architecture.

Montgomery Water Group

Montgomery Water Group, a water resources engineering firm in Kirkland, announced the addition of Ethan Scott as a water resources engineer. Scott earned his MS in water resource engineering from Oregon State University in 2002. MWG’s new office location is 803 Kirkland Ave., Suite 100.

Engineering and Fire Investigations

Engineering and Fire Investigations, a provider of environmental, engineering, fire investigation and failure analysis services, announced the appointment of James Fleetwood as environmental director of western operations. Fleetwood will lead EFI's new Seattle office and will support clients in managing business risks associated with environmental concerns.

Fleetwood spent his previous 20 years of environmental consulting as a principal environmental engineer and national program manager for two internationally recognized environmental engineering and consulting firms.
