Portland firm SJO Consulting Engineers added
Charles R. "Chip" Bloomer as environmental manager. His experience is in environmental compliance, occupational safety and health, and chemical engineering for the semiconductor industry.
Bloomer will work on industrial investigations, permits and controls for air, water and solid waste management.
Lundstrom

Jeff Lundstrom was named director of Perteet Engineering's new highway design division. Lundstrom worked at Washington State Department of Transportation for 12 years.
Perteet is an 80-person engineering firm with offices in Everett, Lakewood and Snoqualmie. The company works on transportation design, planning, traffic engineering and urban design.

Bernardo-Wills Architects announced its associate principal
Robert Pace has been certified by the U.S. Green Building Council as a LEED expert. Pace has been at Bernardo-Wills for 10 years and has worked on energy-efficient projects such as the Riverwalk Point for a Spokane neighborhood action program. Riverwalk won the Power Player Award from the U.S. Department of Energy as well as Rebuild America's 2002 Energy Champion Award.

Kurt Fraese and
David Winter have been named regional managers at GeoEngineers. The positions were created to respond to the firm's growth. Fraese, who has been with the firm since 1988, will oversee the Puget Sound region offices, which include Redmond, Everett, Bellingham, Tacoma and Olympia. Fraese, a licensed geologist, has been principal in-charge of more than 300 environmental assessment and remediation projects throughout the western U.S. He leads the firm's energy market sector, and serves on the board of directors. Winter, who joined the firm in 2002, will be in charge of the western region offices: Spokane, Portland, Boise, Anchorage and Honolulu. He is a registered engineer with 23 years of experience with geotechnical and environmental projects. He leads the firm's federal programs, and site development and redevelopment market sectors.

Rice Fergus Miller Architecture & Planning of Bremerton recently hired
Reuben Rios and
Pamela Morrison. Rios will focus on community projects. His experience includes designing spaces for Starbucks and American Express, as well as projects in the health care sector. He has a bachelor of architecture degree from Texas Tech University. Morrison has been hired as the firm's new office manager.
Jeffrey I.L. Miller joined Pivotal, the lighting design group of Madison, Wis.-based Affiliated Engineers Inc., as director of lighting design. Miller will direct the creative efforts of Pivotal studios in Madison and Seattle, focusing on architectural projects. Miller has 25 years architectural lighting experience, including private practice in Seattle and Hong Kong. His most recent position was director of lighting design for NBBJ. He is a member of the International Association of Lighting Designers and serves on the IALD board of directors. He worked on the McCormick Tribune Student Center at Illinois Institute of Technology in Chicago for Rem Koolhaas/OMA/Holabird & Root. Projects currently under construction include the 1.3 million-square-foot International Terminal D at DFW Airport and the new Cleveland Clinic Heart Center. Pivotal is an internal division within AEI, a national consulting firm providing engineering design services and specialties such as lighting design and information technology systems design.
