PBS Engineering + Environmental hired Tom Mergy as an environmental services manager in Seattle. A geologist, Mergy has 22 years of experience as an environmental consultant with emphasis on due diligence assessments, hydrogeological studies, environmental compliance, and remedial investigation. He has worked with government, manufacturers, developers, and petroleum and pipeline companies in the Pacific Northwest.


Osborn Consulting of Bellevue hired Chun Ho Chen as a project engineer and Marie Phelan as a water resources engineer. Chen has 10-plus years of experience as an engineer. He specializes in transportation projects, focusing on stormwater water quality and capacity. Previously, he worked on regional roadway projects and has designed stormwater solutions for transportation systems. Phelan will support projects, with a focus on low-impact development, surface water modeling, geographic information systems integration and sustainable design. Osborn focuses on surface water engineering and analyses.

Tetra Tech INCA hired civil engineers Dean Franz, Jerry Liu and Ebony Go in its Bellevue office, and promoted Moein El-Aarag to manager of the structural department in Bellevue. Franz has 26 years of engineering and project management experience, including planning, design and construction of design-build projects. Liu has 18 years of experience in transportation, including traffic engineering, traffic study, roadway design, construction, and design-build engineering. Go has 13 years of experience, including highway, roadway and interchange design, site development, drainage, sewage and water supply systems, and minor structural designs. El-Aarag has 14 years of experience as a bridge engineer and project manager, including planning, design and construction support, seismic retrofit, and rehabilitations and upgrades. His department handles navigation, flood control, bridge and construction management projects. Tetra Tech INCA provides transportation planning/engineering, structural engineering, navigation, flood control, mechanical, electrical, construction services and surveying for public agencies.

Jacobs Associates promoted Sam Swartz to lead associate based in the Seattle office. He has 13-plus years of civil engineering experience, including in precast concrete segmental lining systems and also tunnel linings, analysis of settlement above tunnels, and geotechnical assessment of ground conditions. Swartz is providing design support for University Link for the civil engineering firm.

Bellevue-based Roth Hill hired Blake Morrison as an EIT designer. He previously worked at Idrise Consulting in Lubbock, Texas. His experience includes site grading, pump stations, water, sewer, storm and TESC plans. He also has done surveying, SWPPP preparation/monitoring, ACAD and hydraulic modeling. The firm provides civil engineering, surveying, permitting compliance, planning, public relations and community involvement, and construction administration.

GHD hired Kristin L. Pedersen as a project engineer in its Seattle office. She has more than 10 years of experience in civil engineering, capital planning and infrastructure management for the public and private sectors. She will be on the GHD team for the seawall replacement and Delridge CSO projects. The firm provides engineering, architecture and environmental consulting.
Callison said Leigh Dennis, managing director for the architecture and design firm's European practice, will also manage the New York office. Dennis helped launch the London office in 2002 and has overseen business development in Europe for the past nine years. In New York, he will focus on managing projects and new business. Dennis will join a team that includes principals David Kepron and Susan Soehnlen, who has returned to Callison after two years away to head up the corporate interiors practice. Associate Principal Stephen Busto will move to New York from Seattle to focus on hospitality and interiors. Callison said the shift is part of a strategy to align resources with marketplace demand. Since January, the firm has added more than 200 staff.


ALSC Architects hired Hannah Ohrt as an interior designer and Eric Whitney as an architectural intern. Ohrt earned her bachelor's degree in interior design from Washington State University this year. She is on ALSC's team for the $24 million student residence hall at Eastern Washington University. Whitney holds bachelor's and master's degrees from the University of Idaho. He is working on Martin Stadium at Washington State University. ALSC provides planning and design.
PSI hired Bret Reid as branch manager of the Tacoma office. Reid has a bachelor's degree in civil engineering from Iowa State University. He is on the board of directors of the Intermountain chapter of the American Concrete Institute. PSI provides environmental engineering and testing.
