BCE Engineers hired Deneise Kopetzky as marketing manager. She has more than eight years of experience in the architecture/engineering/construction industry, and most recently worked for McGranahan Architects. BCE is a mechanical, electrical and fire protection consulting firm in Fife.
USKH Inc. named Gary Connor as regional architectural manager for Spokane and Walla Walla. He has been with USKH since 2007, when it acquired his firm, 3E Design Group. He has more than 35 years of experience, and specializes in historic preservation and renovation design. His projects include the Okanogan County Public Utility District building. USKH provides architecture, landscape architecture, engineering, environmental services, planning, and surveying.
David Evans and Associates has expanded its transit, railroad and bridge groups by hiring three people to leadership positions. Jim Ellerbroek is joining the Denver office as a vice president and firm-wide railroad services manager. Zafar Alikhan is going to Los Angeles as vice president and firm-wide transit planning and environmental services manager. Jiri Vitek is joining the Portland office as a vice president leading the bridge practice firm-wide. Ellerbroek has 18 years of experience in civil engineering, most recently for TranSystems Corp. in Kansas City, Mo. He has been a railroad industry consultant and worked on rail projects. Alikhan has 18 years of experience in domestic and international transit projects, most recently at Jacobs Engineering Group. Vitek has 35 years of experience in the bridge industry, including business development at Parsons Transportation Group. DEA said the last two years have been challenging, but 2011 has been a good year. The staff includes engineers, surveyors, hydrographers, planners, landscape architects and natural resources scientists.
WHPacific hired Randy Blair as a senior project manager in Seattle and Richard Dickman as a survey project manager in Bothell. Blair has experience in feasibility studies, project strategy, conceptual design, site planning and engineering, subdivision design, entitlements, environmental analysis and landscape design. He worked for WHPacific for 35 years, but spent about a year away. He will manage land development projects. Dickman has 30 years in managing land surveying and staffing, including transportation and utility mapping, highway alignments, and rights-of-way and land use. He will manage surveying projects and do business development, including construction staking for Cabela's new Tulalip site. WHPacific provides architecture, building engineering, land development, surveying, scanning services, transportation and water resources services.
Wood Harbinger hired Tom Leonidas, Jr. as executive vice president. Leonidas is an electrical engineer with 30 years of experience in electrical and technology systems for health care. His experience also includes commercial, higher education, and municipal facilities. The firm said his specialty is technology visioning, interoperability and design of technology systems.

Rae Anne Rushing, a founder of the Seattle engineering firm Rushing, will retire at the end of the year after 23 years in design and construction. Co-founder Scott Rushing will replace her as president and CEO. The mechanical engineers started the firm six years ago as its only employees. It now has 33 people working in mechanical engineering, electrical engineering, sustainability consulting, energy services and commissioning. The firm has completed more than 550 projects, volunteered time to work on local codes and achieved LEED-CI platinum for its office. Rae Ann Rushing said in a press release she has been involved with the Clinton Global Initiative to get young girls interested in science and engineering fields.
Farallon Consulting hired Donald M. Lance as a senior geologist. Lance has more than 25 years of experience as an environmental geologist and project manager supporting and managing investigations and cleanups. At Farallon, he manages projects involving site characterization and remedial investigation, regulatory compliance, and remediation system operation and maintenance. Issaquah-based Farallon provides environmental consulting.
