In Kirkland, Blueline hired Lee Ann Ryan and Chase Killebrew as assistant planners, Shantel Romer as an engineer and James Reynes as an engineer/construction inspector. Ryan has a master's in urban planning from the University of Washington and interned with Friends of Waterfront Seattle. She will work on site feasibilities and permit coordination. Killebrew has a master's in urban planning from the UW and interned with Seattle Department of Transportation. He will help coordinate permits and be a liaison between clients and local jurisdictions. Romer will work on residential and commercial projects. She holds a bachelor's in civil engineering from the University of Arkansas and was an engineer for Adrian V. Rollins' firm in the Bahamas. Reynes works on public works projects. He has a bachelor's in civil engineering from the UW and was an assistant project manager with Denizen Development Group building townhouses in Seattle. Blueline provides civil engineering, land use planning and landscape architecture.

In Bellevue, Osborn Consulting hired Dave Jacobs as a senior project manager and Abhinav Jain as a project engineer. Jacobs is an engineer with 15 years of experience in hydrologic and hydraulic modeling, CSO management, utility system planning, and design for conveyance, detention, flood mitigation, water quality, and green stormwater infrastructure/low impact development. Jain is an engineer-in-training with two years of experience in water, wastewater and stormwater design, treatment and conveyance systems.

Rich Happel, service group general manager of University Mechanical Contractors, was appointed to the national board of directors of the Mechanical Service Contractors of America, which provides education, marketing and labor/management services for HVACR contractors. He will help plan the annual MSCA national education conference, which he has participated in for over 12 years. As a MSCA National Education Committee member, he helped develop educational opportunities for the service industry.

Mackenzie hired architect Brett Conway in Seattle. Conway has over 30 years of design and project management experience, focused on industrial and manufacturing projects. He also has experience in corporate, retail and financial services sectors. He will lead growth in industrial and commercial design work around Seattle, and do business development. Mackenzie provides architecture and interior design; structural, civil and traffic engineering; land use and transportation planning; and landscape architecture.

Renton-based Metrix Engineers hired Casi Goodman as a mechanical engineer. Goodman is supporting design of Einstein Middle School. She is a 2018 graduate of the University of Washington. Metrix is a mechanical engineering firm.

Davis

Middle of Six, a marketing consultancy specializing in construction, architecture and engineering, hired Kyle Davis as marketing and communications manager. Davis will provide marketing and communications support, including public relations, video production and website design. He previously oversaw e-commerce and digital marketing for Skid Steer Solutions' online retail website and affiliated brand of compact equipment attachments. He also has worked at his family's construction company.

Dan Foltz is retiring from Weber Thompson after a 40-year career designing and planning domestic and international urban projects, with an emphasis on high rises. Since 2005, he has been a design principal at Weber Thompson on high rise projects, including Fifteen Twenty-One Second Avenue, which the firm calls the first of a new generation of Seattle high-rises. His other projects include Viktoria, Tower 12, Cirrus, Stratus, Premiere on Pine and Luma. He has been on Downtown Seattle Association's Smart Growth Committee and the Queen Anne/Magnolia/South Lake Union Seattle Design Review Board, and has worked for MulvannyG2 Architecture, Sienna Architecture Co, and Hansen Lind Meyer in Chicago.

Jean Carr became president and CEO of SCJ Alliance on Oct. 1. Carr and former CEO Perry Shea founded the company 12 years ago along with Bob Jewell. Shea is now chief business development officer, focused on advancing growing markets, such as cable and rail propelled transit systems, including urban gondolas. The 100-person SCJ specializes in civil engineering, transportation planning and design, landscape architecture, environmental and urban planning, and public outreach, with offices in Washington and Boulder, Colo.

In Seattle, BHC Consultants hired Katie Cote as a senior planner, Lauren Moore as a planner and Darrin Graham as a building inspector. Cote has managed planning services, including growth management, shoreline management, land use and code development. Her recent work includes updating comprehensive plans, and development regulations, and advocating for historic preservation and affordable housing. Moore has a master's in urban planning from the University of Washington, and experience in geospatial analysis, community outreach, comprehensive plans, land use and development code, and shoreline master programs. Graham has over 20 years of experience in building code administration, working in cities and counties. At BHC, he does building code compliance inspections and plan reviews for Black Diamond, Des Moines and the Puyallup Tribe of Indians' new Emerald Queen Casino. BHC is a municipal services consulting firm.

Logan is a geologist with nearly 20 years of environmental consulting experience focused on the upstream and downstream oil and gas, mining, food processing, and chemical and specialty product manufacturing industries. Ramboll is an engineering, design and consultancy company founded in Denmark. The Bellingham office is at 1321 Dupont St.

Cardno promoted Wayne Kicklighter to regional senior principal in Seattle. Kicklighter has a background in environmental permitting and compliance, with experience assessing the impacts of human activities on terrestrial and aquatic habitats. That includes support for projects related to environmental impact statements, natural resource damage assessments, water resource permitting, and mitigation implementation. Cardno is an infrastructure and environmental services company.

In Seattle, BergerABAM hired Duffy McColloch as a project engineer. He has 12 years of experience with roadway and commercial and residential site design, including the Interstate 5/State Route 510 interchange.
