Andrew Bergh: Gillnet case shows cycles of Indian law

A brouhaha recently erupted when five members of the Makah Indian tribe illegally hunted a gray whale off Neah Bay.

Tribal leaders quickly responded by sending a small delegation to Washington, D.C., to assure federal officials the rogue hunt was neither sanctioned nor condoned.
