edge2net, a Kirkland-based provider of IP and switched telephony to North American and International carriers and ISPs, announced the appointment of Ranjeet Wilkhu as managing director, Europe. Wilkhu's role will focus on building edge2net's U.K. operations to provide customers with greater access to European, Asian and North American markets and to develop new relationships with the major carriers in Europe.
The board of trustees of the Norman Y. Mineta International Institute for Surface Transportation Policy Studies named Paul Toliver, director, King County Department of Transportation, as its new board chair. Toliver follows Larry Dahms, executive director of the San Francisco Bay Area MTC in this post. The institute was established by Congress as part of the Intermodal Surface Transportation Efficiency Act of 1991.
Imperial Bank, the Kirkland-based subsidiary of Imperial Bancorp, recently announced the promotion of J.P. Michael as first vice president/manager in its emerging growth division's Pacific Northwest regional office. Prior to joining Imperial Bank, he was treasurer of Seattle's Trillium Corp.
OfficeParts.com, a Seattle-based online business-to-business equipment management and supplies site, announced that Kevin Johnson, formerly executive vice president of Ikon Office Solutions -- Washington, has joined the company as chief operating officer and Bob Quick, formerly director of information technology for Government Computer Sales, has joined as chief information officer.
King County Executive Ron Sims announced the appointment of Sam Pailca as the new manager of the labor relations division of the Office of Human Resource Management for King County. Pailca comes to this post from the prosecuting attorney's office where she has served as the supervising attorney and a senior deputy prosecutor in the employment law section. She brings 11 years as an attorney in both private and public practice in employment and labor law
The Sammamish Plateau Water and Sewer District swapped land with King County to take control of a site on which to build two 4 million-gallon water tanks. Each side traded a 6.4 acres. The water district said it will save $3 million in construction costs and be able to build on more environment-friendly land.
Jane Stevens joined John L. Scott Real Estate's Laurelhurst branch, which sells residential property. Stevens worked the past 25 years in the medical field.

Williams Kastner & Gibbs, a Northwest law firm, announced that Ross Jacobson has joined the firm as of counsel and Christopher Marks and Peter Hicks as associates in the Seattle office. Jacobson concentrates his practice in business matters including corporate transactions, business design and structure, mergers and acquisitions, technology licensing and transfer, and real estate. Marks focuses his practice on tort and commercial litigation. Hicks' practice concentrates on employment issues.
Carol Simpson has joined InterWest Bank in Oak Harbor as senior vice president and banking group administrative officer. In this position, Simpson will oversee the efforts of the InterWest Banking Group and provide support to all regional staff.
Claude Soudah, former senior vice president of international operations for Bank of America, joins Pacifica Bank in Bellevue as consultant to the international banking group. Soudah, with more than 40 years of international banking experience, will advise Pacifica on international banking policies and offer guidance on international marketing, trade finance and letters of credit.
Keystroke.com, a Seattle-based provider of decision-making and processing technology, has named Michael Shelton vice president of sales. Shelton oversees sales functions and works closely with the board of directors in strategizing new avenues of business development. Most recently, he was senior manager at First Union.
Clark & Associates, a Bellevue-based certified public accounting firm serving area high-tech companies, has combined its practice with Grant Thornton, a national accounting and management consulting firm which is part of Grant Thornton International. Joining Grant Thornton are Roger Clark, Gary Lien and Jon Jenkins, all shareholders of Clark & Associates, as well as Dan Wright, Jackey Lui, and 10 other accounting, tax and consulting professionals.
Doug Oberst has joined Architects BCRA/Tsang as a project manager. He comes to the firm after managing his own architectural design firm for the last five years. He is overseeing the design of the Parr Ford Automobile Showroom in Bremerton and two projects in Tacoma -- the Thea Foss Esplanade and the Center for Endodontics.
Kevin Scarlett has also been hired as a project manager. He has expertise in building forensics and code issues. Scarlett's projects include design management of the new Bangor Naval Base Fitness Center in Silverdale and the Pacific Beach Recreation Lodge on the Olympic Peninsula for the U.S. Army.
Jerry O'Connell has joined DCI Engineers as the new civil department manager in the firm's Bellevue headquarters. O'Connell brings 20 years of civil management experience to the firm. Some of his recent projects include Arbors in Sammamish for Chabbey Homes and Uplands in North Bend for Century Pacific.
David W. C. Wong is a new project manager at the firm. With more than 22 years of structural engineering experience, he has engineered a wide variety of projects, ranging from commercial high-rise structures to seismic design. Some of Wong's recent projects include the 21-story Westin Hotel in Guam and the 330-foot control tower at Denver International Airport.
Brent Robinson, recently hired as a new project manager, comes to DCI from a structural engineering firm in British Columbia, where he worked on bridge, industrial and commercial projects.
Grant Buckingham has been promoted to an associate. A structural engineer with the firm for the past four years, he is working on the Civica Commons, a mixed-use project in Bellevue. Before joining the firm, he worked for the U. S. Army Corps of Engineers.
Dennis Pradere worked as a structural engineer in the Pacific Northwest region for the past several years before being hired as a structural engineer for the firm. His recent projects include the replacement design for Seattle's Pier 91 and plant upgrades for The Boeing Co. and Port of Seattle facilities.
Roy Nudo has been promoted to an associate of FSi Consulting Engineers. He has 18 years of experience in HVAC design, drafting, balancing and commissioning.
Danielle Frye has joined FSi as marketing coordinator. She holds a bachelor's degree in arts and sciences from Western Washington University and has more than five years experience in marketing and new business development.
Martha Rowland has joined the firm as a mechanical engineer and project manager. She has 15 years experience in HVAC and design for health care, industrial, institutional and commercial facilities. FSi Consulting Engineers is a Seattle-based mechanical engineering firm that provides mechanical engineering, fire protection engineering and project management services.
Troy Thrun has joined Sparling as a principal, leading one of the firm's eight design studios.
Thrun's expertise includes power distribution, lighting design, fire alarm systems, feasibility studies and due diligence reports. Some of the projects Thrun has designed or managed include the Quinault Resort Hotel and Casino in Ocean Shores and Kamola Hall at Central Washington University.
Geoff Tapert has joined Shockey/Brent as a senior engineer. He has 10 years experience in the private sector as a civil engineer, as well as experience in the public sector. His areas of expertise include utility design of storm drainage, sanitary sewer, water system grading and street design for private and public projects.
Shockey/Brent provides services in land use, environmental analysis, site design, public policy and civil engineering.
Mick Matheson has been named a project manager at Triad Associates. With more than 15 years experience as a civil engineer, he specializes in site development and utility design. He has been at the firm for 11 years.
Also joining the firm are Corissa Logan, land use planner; Susan Bensman and Vance Blue, survey CAD technicians; and Teresa Jensen, project administrator.
Triad Associates is a Kirkland-based civil engineering, surveying and landscape architecture firm.
Erwin Angulo has been hired by the DLR Group as an architectural intern. Formerly a project manager for retail projects and a designer for office interiors, Angulo works in DLR's retail studio. His projects include Yakima's Valley Mall and Portland's Mall 205.
Erica Loynd has joined DLR's education studio as an architectural intern. She is working on the Madrona Middle School project.
