Tacoma-based Columbia Bank named Lori Meyer retail operations manager. Meyer will oversee operations at branches in Pierce, Kitsap and Thurston counties. Meyer has 21 years of experience in financial services. Columbia promoted vice president Mary Ann Haglund to senior vice president. Haglund manages online banking departments and has 18 years of banking experience. Columbia Bank has 34 branches.
James "Matt" Rabe is the new public affairs officer for the U.S. Army Corps Engineers in Portland. He has 14 years of federal service, 11 with the Corps. Diana Brimhall retired earlier this year after 36 years of federal service.

Seattle-based Nevada Star Resource Corp. named William (Bill) Edward Stone vice president of exploration. Stone has 20 years of experience in mineral exploration, consulting and research in North America and Australia. Nevada Star searches for metals in Alaska, Nevada and Utah.
Stanbery Foster, Jr. has joined the Seattle office of the law firm Williams, Kastner & Gibbs. Foster focuses on estate planning and community property agreements. He was at law firm Ogden Nash and Murphy. Jeffrey Odom joined the Seattle office as an associate. His practice focuses on products liability, toxic torts, asbestos and medical malpractice. The Washington chapter of the American Board of Trial Advocates elected Williams, Kastner & Gibbs lawyer Tim Blue as treasurer. Blue specializes in defense of product liability, professional malpractice and other tort cases.
Bob Lycke and Ro Berkley have purchased Kuker-Ranken, located in Mountlake Terrace, Fife and Beaverton, Ore. Lycke started working at the company 28 years ago when he was still in high school. Berkley has been with the company for 17 years. Kuker-Ranken was founded in 1928 in Seattle and manufactures brass hand levels at its Mountlake Terrace facility.
