Moss Adams in Everett said Kris Murrell has been certified by the Institute of Certified Construction Industry Financial Professionals. The institute promotes high standards of construction financial management.
Puget Sound Blood Center's trustees recently elected Robert C. Wallace chairman and four members to three-year terms. Wallace is CEO of Wallace Properties. The vice chair is Barbara Sherland of Stoel Rives. New board members are: Alan W. Schulkin, lawyer; Mirtha Vaca-Wilkens, Children's Hospital; Toni Richmond Hoffman, real estate broker; and Leslie Giblett, local business woman.
Lake Oswego, Ore.-based West Coast Bank opened a commercial banking office in Tukwila at 400 Industry Drive, Suite 110. The company's first foray into Central Puget Sound is overseen by Regional President Tim Dowling and includes five commercial bankers: John Wallace, Robert Salvador, Paul Burton and Charles Triandafilou. West Coast Bank operates 59 offices in Oregon and Washington.
Silver Creek Capital Management said Steven H. Bloom, founder and managing partner of Sagamore Hill Capital Management, joined the firm as senior managing director, based in the New York office. Seattle-based Silver Creek is a hedge fund.

The Washington chapter of the American Board of Trial Advocates has picked Williams, Kastner & Gibbs lawyer Tim Blue as president-elect for 2007. There are 100 lawyers from Washington in the national group.
The Seattle law firm of Miller Nash has added four partners: Chris Masse, Paul Havel, Steven Christensen and Steve Turner. Masse is in the regulatory and government affairs department. Havel handles domestic and international intellectual property. Christensen concentrates on taxation and business transactions. Turner heads litigation efforts in the Vancouver office.
Forrest Healy returns to Sedgwick Rd., serving as co-creative director for the agency with Zach Hitner. He was part of Sedgwick Rd.'s creative team for six years before joining DDB's Chicago office. Sedgwick Rd. offers brand development, digital services, public relations and media planning services.
Bellevue-based Esterline Corp., a specialty manufacturer serving aerospace/defense and medical markets, named Brad Lawrence a corporate group vice president.
ABD Insurance and Financial Services announced that Gary Kilburg has joined the company as senior vice president and chief risk officer. He will be based in ABD's Seattle office. Prior to joining ABD, Kilburg was assistant treasurer, risk management at Whirlpool Corp.
