Law firm Garvey Schubert Barer hired Erle Cohen as chief operating officer. Cohen has worked in the legal industry for a decade and managed two Seattle-based firms. As a result of the hire, John Hoerster, managing director, and Lucinda Fernald, executive director, will take on new roles of chairman and general counsel, respectively.
Seattle-based Hydrogen Advertising hired Dan Cabacungan as senior strategic planner. Cabacungan is relocating to Seattle from Durham, N.C., where he was an account planner for McKinney & Silver.
The Puget Sound Health Alliance hired Karen Onstad as director of health information. Onstad has 15 years of experience in quality assessment and worked with the National Committee for Quality Assurance in Washington, D.C., and has been an independent consultant. The Puget Sound Health Alliance is a nonprofit made up of those who provide, pay for and use health care.
The Seattle Goodwill Board of Directors has elected new officers to serve until March of 2009. Lauriann Reynolds of Pemco Insurance Companies is the new chair; John Hayduk of JTM Construction is the new vice chair; and Wayne Lau of Washington First International Bank is secretary. Richard Pahre, previously of Moss Adams before he retired, was re-elected treasurer. Catherine Gibson of Moss Adams and David Scott of Entillium have also joined the board of directors.
Tacoma-based Bratrud Middleton Insurance has changed its name to Propel Insurance. It is the same company, and staff and leadership remain the same. The agency has operated in the Northwest for 80 years. It provides insurance, surety bonds, advisory and other financial services.

First Sound Bank promoted Lynne Fricks as an assistant vice president and cash management officer. Fricks has 16 years experience and has worked at First Sound Bank since 1996.
Portland-based Talbot, Korvola & Warwick, an accounting and business consulting firm, hired Jamey S. Parker as a senior tax manager. Parker has 30 years experience and has held management positions with Ernst & Young and independent accounting firms in California and Oregon. TKW serves clients in Oregon and Washington.
Heller Ehrman announced Matthew D. Le Master, an attorney in the firm's Seattle office and a member of the firm's Corporate/VLG practice, has been elected chair of the Washington State Bar Association's Business Law Section. Le Master has been actively involved in the WSBA Business Law Section for more than six years. Le Master joined Heller Ehrman in 2007.
Seattle-based ZymoGenetics promoted Heather L. Franklin to senior vice president, business development. She will serve as a member of the company's Executive Management Committee. ZymoGenetics creates novel protein drugs.
