Seattle City Light hired Phil West as customer service and energy delivery officer. West worked at the Sacramento Municipal Utility District where he was director of customer services. At City Light he will lead infrastructure improvement projects, help put in place an outage management system and improve the streetlight repair response time.
Stephen Nourse has been elected president/managing partner of Carney Badley Spellman. Nourse also co-chairs the firm's Construction Department. His practice involves all phases of construction litigation and counseling.
Davis Wright Tremaine named Peter Johnson in the Seattle office and David Ubaldi in the Bellevue office to partnership. Johnson works on a wide range of domestic and international financial and commercial transactions. Ubaldi focuses on environmental and insurance coverage litigation.

Garvey Schubert Barer announced Cynthia Fraser, Samuel Kauffman and Carrie Richter of the firm's Portland office have been promoted to owners. Fraser's practice focuses on land use disputes, condemnation litigation and property tax appeals. Kauffman practices white-collar criminal defense and litigation. Richter represents business, community and government entities in land use planning and municipal law.
The Port of Tacoma hired Curt Stoner as the new senior manager of container terminal business. Before joining the port, Stoner spent 15 years as commercial manager at Totem Ocean Trailer Express, a port customer that serves Alaska.
Northwest Hospital & Medical Center hired Michael Lee as a board-certified internist. His practice is located in Suite 104 of the Medical Arts Building, 1530 N. 115th St., on the Northwest Hospital & Medical Center campus. Lee has been practicing medicine for over 10 years and specializes in chronic disease management and preventative and wellness care.

Shoreline Community College hired Judith Hansen as interim executive director of college advancement. Hansen was president of Southwestern Oregon Community College in Coos Bay, Ore.
The Port of Tacoma Commission elected Don Johnson as president for 2010 and added Don Meyer as a new member. Pierce County voters elected Meyer in November, replacing longtime Commissioner Ted Bottiger, who chose not to run for re-election. Connie Bacon and Dick Marzano were re-elected to the other two commission seats up for a vote. Meyer has 10 years experience as executive director of the Foss Waterway Development Authority.
Seattle-based Plum Creek Timber Co. announced Bob Jirsa is vice president, government relations; John Hobbs is vice president, investor relations; and Daniel Tucker is vice president, tax. Jirsa joined the company in 1994, Hobbs joined in 2001 and Tucker joined in 1998. Plum Creek has about 7 million acres of timberlands in major timber producing regions of the United States and wood products manufacturing plants in the Northwest.
