APCO Worldwide hired Rachel Bianchi in the Seattle office. Bianchi was partner at Bianchi/Hatley, a Seattle-based lobbying and public affairs firm. APCO is an international public affairs firm with 31 offices.
Seattle Genetics promoted Chris Boerner Ph.D. to senior vice president. Boerner worked at Dendreon and Genentech.
Seattle-based Plum Creek Timber Co. hired Mark Miller as vice president and chief information officer. Miller worked as IT director with Weyerhaeuser and Microsoft. Plum Creek is the largest private landowner in the nation, with approximately 6.6 million acres of timberlands.
SLR International hired Steve Locke as president and chief operating officer for U.S. operations. Locke will manage operations in Alaska, Washington, Oregon, California, Indianapolis, Utah, Virginia and West Virginia. SLR is a U.K.-based environmental consultant agency with a U.S. office in Bothell.

Seattle-based Leisure Care promoted Tracy Sudman to vice president of human resources. Sudman was with KCTS-TV. Leisure Care has retirement and assisted-living communities in the U.S. and Canada.
The city of Fife hired David Osaki as community development director. Osaki has a degree in urban planning from the University of Washington and masters in city and regional planning from Rutgers University, and has worked for the cities of SeaTac, University Place, Auburn and Lynnwood.
REI promoted Angela Owen as senior vice president of marketing and Lee Fromson as senior vice president of merchandising. Owen was senior vice president of merchandising and Fromson worked as vice president of REI Private Brands since 2006. REI is a national outdoor retailer.
Seattle's Convention and Visitors Bureau hired Kristen Star as marketing manager. Star comes from Microsoft.
