Stepherson & Associates Communications hired Sandy Lam as a project coordinator. Lam spent four years at the Washington State Department of Transportation on communications and public involvement. S&A does outreach and communications for public works projects in Puget Sound.
Brent Carbajal was named provost and vice president for academic affairs at Western Washington University. Carbajal had been appointed to a two-year fixed term as provost in 2013 and now will serve permanently in that position. He was previously dean of Western's College of Humanities and Social Sciences.
Citi Private Bank said Olive Goh has joined the Seattle office as director and ultra high net worth private banker. Goh joins Citi from HSBC Private Bank in New York where she was worked with entrepreneurs, executives, real estate managers and family offices. She started with HSBC in London in 2006.

Stephania Camp Denton and David M. Schoeggl have rejoined Lane Powell as shareholders, and David W. Howenstine has joined as an attorney, all in the Litigation Practice Group. All three practiced law at Mills Meyers Swartling. Denton focuses on insurance issues. Schoeggl has more than 30 years of experience with complex trials and arbitrations for insurers, aviation and other business clients. Howenstine focuses on aviation, tort defense, insurance and general commercial disputes.
Point B Inc., a management consulting and venture investment firm, promoted Denise Nelson to practice director in Seattle. Nelson has been with the firm for 14 years, most recently as director of consulting operations.
Seattle-based HaloSource, parent company of the SeaKlear brand of swimming pool and hot tub water treatment products, hired Greg LaFata as senior marketing manager for SeaKlear. HaloSource develops technologies to disinfect and purify water.

Cairncross & Hempelmann hired attorney Bernice Johnson Blessing. She was a 2012 summer associate and 2013 graduate of Seattle University School of Law, and worked in the hospitality industry for over 15 years.
David A. Whidbee, associate dean for faculty affairs and research at Washington State University's College of Business, has been named interim dean, replacing Eric R. Spangenberg, who will be dean of the Paul Merage School of Business at the University of California, Irvine. WSU will conduct a national search for a new dean.
Itron said Steven M. Helmbrecht, executive vice president and CFO, will be departing at the end of the year after 12 years with the Liberty Lake firm. Itron is a technology and services company focused on the efficient use of energy and water.
