Gov. Jay Inslee has appointed two new members to the Washington State Transportation Commission: Deborah Young from Lopez Island and Hester Serebrin from Seattle. Young fills a seat vacated by Mary Riveland and Serebrin fills a seat vacated by Rita Brogan. Young operates a farm on Lopez and worked for Tacoma Power. Serebrin is a policy analyst for Transportation Choices Coalition in Seattle.
Kent-based Novinium named Janai Planck regional sales manager for the western U.S. She is responsible for direct sales of cable rehab products and services to the utility and industrial markets, and has 26 years of sales experience at Fenner Drives, TPC Wire & Cable and Applied Industrial Technologies.

Seattle Repertory Theatre hired Andrew Haines as director of marketing and communications. He worked at Broadway Across America, leading sales and strategy for national touring productions. Haines also worked at World Affairs Council Seattle, Seattle Fringe Festival and Theater Schmeater.
Stokes Lawrence said Theresa Wang has been promoted to shareholder. She is a member of the Intellectual Property practice, handling copyright, trademarks, licensing and software protection. In 2014, she was named a Washington Leadership Institute Fellow. Stokes Lawrence has offices in Seattle and Yakima.

Noel Howe, a principal, has joined Carney Badley Spellman. Howe has worked with tech start-ups for about 20 years in a variety of industries, including software, wireless, biotech, medical devices, e-commerce and clean tech.

David Main, owner of Creative Home Partners, is president of the Building Industry Association of Washington. He has held leadership positions with BIAW and MBA of King/Snohomish Counties. Other elected 2016 BIAW officers are: Ted Clifton of CVH, first vice president; Myra Williams of Baskets by Myra, second vice president; Kevin Russell of Kevin Russell Construction, treasurer; Ron Pelson of Traditional Designs, secretary; and Monty Smith of M.C. Union Bank said Managing Director Kelly Wu has been named asset-based lending origination manager for California, Washington and Oregon. He is based in Los Angeles. Wu has more than 20 years of financial industry experience and was commercial banking regional manager at Union Bank after working in lending and as a CPA in California.
Russell Investments has expanded the implementation services team with two new portfolio manager roles in Sydney and Tokyo. Jared Bennett works in Sydney and comes from Colonial First State Global Asset Management. Oyunjargal Khuyagdorj works in Tokyo as a senior portfolio analyst, and was previously with Nomura Securities. John Venardos now serves as director, Implementation Services-Australasia, and Hajime Takigawa is senior portfolio manager in Japan.
