Skagit Bank has a new senior vice president and chief information officer: Tom Cahill. He will be based in Burlington. Before working in the financial sector, Cahill worked in IT for insurance, health care and retail firms. Skagit Bank has offices in Skagit, Snohomish, Whatcom and King counties.

Positive Changes Hypnosis Center in Bellevue hired Jennifer Nelson as the business development specialist to work with medical professionals and corporations. Positive Changes offers programs to help with weight loss, smoking cessation, stress and wellness. It also has programs for sports, sales and pain management. Nelson's background is in pharmaceutical and medical sales.
Skagit County won a national award from the Center for Digital Government and the National Association of Counties, taking eighth place in the under-150,000 population category. The center is a research institute that looks at initiatives that save money, boost efficiency and transparency, and improve cybersecurity.
