Dianne Goddard has been appointed to fill a vacant District Court judgeship by the Skagit County Board of Commissioners. The appointment is effective Jan. 1. Goddard is District Court commissioner and was one of two finalists for the position. Former District Court Judge David Svaren was confirmed as the winner of the election for Superior Court judge, position 3, on Nov. 29, which created the District Court judge, position 2, vacancy

BECU, Washington's largest community credit union, opened its first Neighborhood Financial Center in Burien at 508 S.W. 152nd St. The 2,256-square-foot center is adjacent to Town Park and Burien Library, and has a “tellerless” layout. BECU has more than 45 locations in the Washington.

Perkins Coie named three partners to leadership positions, including two who will lead national practice groups. Katie O'Sullivan was named chair of the national Commercial Litigation practice, Karen McGaffey is chair of the national Environment, Energy and Resources practice, and Cori Gordon Moore leads the Commercial Litigation practice in Seattle. O'Sullivan is based in Seattle and became a partner in 2004. McGaffey is also based in Seattle, and has practiced environmental law for more than 25 years. Moore became a partner in 2007. She focuses on complex commercial cases. Perkins Coie has more than 1,000 lawyers in 19 offices.

The South Sound/Southwest Washington law firm Phillips Burgess hired Michael Kelly and Kent van Alstyne as associate attorneys. Kelly served two tours of duty in the Middle East prior to attending Gonzaga University School of Law. His practice focuses on business law and real estate. Van Alstyne attended Lewis & Clark Law School, and was a clerk for the Environmental Protection Agency and Oregon Land Use Board of Appeals, and was a staff attorney with Pierce County Housing Justice Project. His practice focuses on land use and environmental law.

County Flood Control District

Michelle Clark was named by Metropolitan King County Council as executive director of the county Flood Control District. Clark has been a member of County Councilmember Larry Gossett's staff, specializing in land use and transportation policy, and served as lead staffer for the flood district. She will be responsible for a $330 million six-year capital budget and $11 million annual operating budget.

Seattle-based Plaza Bank promoted Michael T. Anderson, executive vice president and chief lending officer, to president and CEO after the retirement of CEO Michael J. Clabby in November. Anderson joined Plaza Bank in 2014. It was founded in 2006 and serves closely held businesses, professional firms and nonprofits.

Columbia Bank

Tacoma-based Columbia Bank has launched the annual Warm Hearts Winter Drive to help people in homeless shelters in the Northwest. Now through Dec. 31, Columbia Bank will be accepting cash donations and new winter clothing with the goal of raising $160,000. Donations can be submitted at WarmHeartsWinterDrive.com. Cash and clothing can be donated at all Columbia Bank branches in Washington, Oregon and Idaho.
