David LaMarche was named executive director for Eastside Health Alliance and Eastside Health Network, the new joint venture and clinically integrated network of Overlake Medical Center and EvergreenHealth. LaMarche has had leadership roles in finance, managed care contracting, health care reform and clinical operations.
Seattle-based Strong-Bridge Consulting and Denver-based Envision Business Consulting will combine, through a majority investment by Bow River Capital Partners, and offer expanded capabilities and a larger geographic footprint. Envision is a management consulting firm serving the Midwest and Northeast.
Tacoma Public Utilities Director Bill Gaines will retire in December after 10 years leading TPU. He also served in senior executive roles at Seattle City Light and Puget Sound Energy. Gaines was recently elected vice chair of the board of the American Public Power Association.

Beth Barrett, former director of programming, has been named SIFF's new artistic director. Barrett was named interim artistic director last October, and led the organization's 43rd film festival. She began her career at SIFF in 2003, in the publications department as a volunteer copy editor. She became programming manager, and then director of programming in 2011.
Tour Operators Program of Safety named Katherine Hilst executive director, bringing nearly 30 years in the aviation industry. Hilst will refine the way TOPS and its members apply safety risk management principles. She is a certified flight instructor with CFI and CFII ratings, as well as a commercial fixed-wing and helicopter pilot. TOPS members are professional air tour operators.

Adaptive Biotechnologies, which is focused on next generation sequencing and bioinformatics for the adaptive immune system, named Gene DeFelice to SVP and general counsel, and Dr. Alexandra Snyder to translational medicine lead for adaptive research.

tiag, The Informatics Applications Group, has made some executive promotions to accelerate growth and expand IT initiatives. Seattle-based Kate Beltran has been promoted to executive director to lead the new Solutions and Innovations Strike Team. Arthur “Charlie” Doutt will oversee daily operations, contractual performance and Information Management Information Technology services as executive director for tiag's military health portfolio. tiag has offices in the Seattle region and Washington, D.C.
Stephanie Hampton, director of WSU's Center for Environmental Research Education and Outreach, was recently named chair of the National Science Foundation's biological sciences advisory committee. It makes recommendations to NSF about research, education and human resources. Hampton joined the committee in 2016.
